Charter Law

Charter Law refers to a class of laws written in accord with the Compact. These laws were created for the High Kingdoms and are enforced by the High Kings and the clans to ensure that development of any kind on Athera occurs under Paravian auspices. Within towns at the time of the story, man is quite free to "violate" against himself - to kill, destroy, or domesticate his animals, but only within the hard limits of the Compact. For example, slavery is explicitly forbidden by the Compact. However, the concept of "land owning" is not legal under Charter Law, but is not a violation of the Compact unless it impinges on the free wilds.

In the years leading up to the rebellion, most requests for change from the guilds were summarily rejected under Charter Law, due to the ongoing assault of the Mistwraith.

  • The mother of a High King heir has the right to ask for Fellowship assistance.[2]
